Hawaii's medical cannabis dispensary system is vertically integrated — each licensee cultivates, processes, and sells cannabis under a single license. The state caps the total number of dispensary licenses at 8, distributed across four islands: three on Oahu, two on the Big Island, two on Maui, and one on Kauai. Together these licensees operate approximately 25 retail locations and 13 production centers statewide.

Unlike recreational states, Hawaii requires every customer to hold a valid 329 card or 329V visitor card before making any purchase. No exceptions. If you are visiting from another state, see our 329V Visitor Card guide for the application process.

329 Card Required

You cannot purchase medical cannabis at any Hawaii dispensary without a valid 329 card (residents) or 329V visitor card (out-of-state patients). There are no recreational sales in Hawaii.

Products available at Hawaii dispensaries include flower, pre-rolls (added March 2024), concentrates, edibles, tinctures, topicals, and vape cartridges. Purchase limits are 4 ounces per 15-day period, electronically tracked at the point of sale.

Islands Without Dispensaries

There are no dispensaries on Molokai or Lanai. Patients on these islands must travel to another island or use home cultivation (10 plants per patient, residents only). Visitors cannot cultivate.

No Inter-Island Transport

It is illegal to transport medical cannabis between Hawaiian islands under HRS §329-122. If you visit multiple islands, you must purchase separately on each one. See our inter-island rules page for details.

Payment and Pricing

Most Hawaii dispensaries accept cash and debit cards. Credit cards are generally not accepted due to federal banking restrictions. All dispensaries have ATMs on-site. Hawaii does not impose a special cannabis excise tax — only the standard General Excise Tax (GET) of 4.0–4.5% applies depending on the county.
