What Is the 329V Visitor Card?

The 329V card is Hawaii's temporary medical cannabis authorization for out-of-state patients. Created by Act 116 (2018), it allows visitors who hold a valid medical cannabis card from another U.S. state or territory to legally purchase and possess medical cannabis while in Hawaii.

The 329V card gives visitors the same dispensary access and purchase limits as Hawaii residents with a 329 card. It does not allow cultivation — only dispensary purchases.

Key Requirement

You must already hold a valid, unexpired medical cannabis card (or equivalent authorization) from another U.S. state or territory. Hawaii does not issue 329V cards to visitors without an existing out-of-state medical card.

Step-by-Step Application Process

The entire application is completed online through the eHawaii portal. No in-person visit is required.

Step 1: Create an eHawaii Account

Go to medmj.ehawaii.gov and create a free eHawaii.gov account if you don't already have one. You'll need a valid email address to receive confirmation and approval notifications.

Step 2: Start the 329V Application

Log in and select the out-of-state patient registration option. The system will guide you through the application form, which asks for your personal information, Hawaii travel dates, and contact details.

Step 3: Upload Your Home-State Medical Card

Upload a clear photo or scan of your valid medical cannabis card from your home state. The card must be unexpired at the time of application. Hawaii accepts cards from all 50 states, the District of Columbia, and U.S. territories that have medical cannabis programs.

Step 4: Upload a Photo ID

Upload a government-issued photo ID such as a driver's license, state ID, or passport. The name must match the name on your medical cannabis card.

Step 5: Pay the Application Fee

The fee is $49.50 (non-refundable), payable by credit or debit card through the eHawaii portal. Payment is required to submit the application.

Step 6: Wait for Approval

The DOH reviews applications and typically processes them within a few business days. You will receive an email notification when your card is approved. Once approved, your 329V card is valid for 60 days from the approval date.

Step 7: Visit a Licensed Dispensary

Once approved, you can purchase medical cannabis at any of Hawaii's 25 licensed dispensary locations across Oahu, Big Island, Maui, and Kauai. Bring your 329V confirmation and a photo ID to every visit.

Apply Early

You can apply up to 60 days before your arrival. We strongly recommend applying at least 1–2 weeks in advance to allow time for processing. Do not wait until you land in Hawaii — processing times are not guaranteed.

Important Restrictions for 329V Cardholders

  • No cultivation: Visitors cannot grow cannabis in Hawaii under any circumstances.
  • No inter-island transport: You cannot carry cannabis between Hawaiian islands, even with a valid 329V card. All inter-island flights go through airports (federal property). See Inter-Island Rules.
  • No transport to/from Hawaii: Bringing cannabis to or from Hawaii by any means (air, sea, mail) is a federal crime with penalties up to 5 years and $250,000. See Federal Land Warning.
  • Private consumption only: No public use, no beaches, no hotels (unless explicitly permitted by property owner). See Where You Can Consume.
  • No federal land: Cannabis is illegal on all federal property regardless of your 329V card — national parks, airports, military bases, federal buildings.
  • Card must be valid: Your home-state card must remain valid for the duration of your 329V authorization. If your home-state card expires, your 329V becomes invalid.

Islands Without Dispensaries

There are no dispensaries on Molokai or Lanai. If your trip includes these islands, plan your purchases on an island that has dispensaries (Oahu, Big Island, Maui, or Kauai) — but remember you cannot transport cannabis between islands. This means there is effectively no legal access to cannabis on Molokai or Lanai for visitors.

Accepted Home-State Cards

Hawaii accepts medical cannabis cards from all U.S. states and territories with active medical cannabis programs. This includes cards from states like California, New York, Florida, Colorado, Oregon, and all others with active programs. Your card must be:

  • Issued by a U.S. state or territory (not a foreign country)
  • Currently valid and unexpired
  • An official government-issued card or authorization (not a physician recommendation alone, in most cases)

An out-of-state patient who holds a valid medical cannabis card from another state or territory of the United States may apply to the department for a temporary registration for medical cannabis use while visiting Hawaii.
