What Products Are Available in Hawaii?
Hawaii is a medical-only state. All cannabis products sold at the state's 8 licensed dispensaries require a valid 329 card (or 329V visitor card). Products are manufactured by the same vertically integrated company that grows the cannabis — each of Hawaii's 8 licensees cultivates, processes, and sells its own supply.
Available product categories include flower, pre-rolls, concentrates, edibles, tinctures, topicals, and vape cartridges. All products count toward the 4-ounce possession limit, and every purchase is tracked electronically through the dispensary system.
Start with the lowest available dose and wait for the full onset time before consuming more. Dispensary staff (called patient care associates in Hawaii) can help you choose a product and dosage appropriate for your condition.
Flower (Smokable Cannabis)
Flower is the dried, cured bud of the cannabis plant and is Hawaii's most traditional product category. It can be smoked in a pipe, water pipe, or dry herb vaporizer. Hawaiian dispensaries sell flower in pre-weighed amounts, typically from one gram up to an ounce.
- Onset time: 1 to 5 minutes
- Duration: 1 to 3 hours
- Potency indicator: THC percentage on the label
Flower was available from the first dispensary sales in August 2017. It remains popular for its rapid onset and the ability to control dosing by adjusting how much is consumed per session.
Pre-Rolls
Pre-rolls are pre-made joints sold in ready-to-smoke form. Hawaii dispensaries began offering pre-rolls in March 2024, making them one of the newest additions to the state's medical product menu. They offer convenience — no grinding or rolling required — and are available in single or multi-packs.
- Onset time: 1 to 5 minutes
- Duration: 1 to 3 hours
- Potency indicator: THC percentage; total mg per joint
Edibles
Edibles are cannabis-infused food products — typically gummies, chocolates, mints, and baked goods. Because they pass through the digestive system, edibles produce effects that are slower to onset but longer-lasting and often more intense than inhaled products.
- Onset time: 30 minutes to 2 hours
- Duration: 4 to 8 hours (sometimes longer)
- Potency indicator: Milligrams of THC per serving and per package
Vape Cartridges
Vaporizer cartridges contain cannabis oil (distillate or live resin) heated by a battery-powered pen to produce an inhalable vapor. They offer a more discreet option than smoking flower and deliver precise, controlled doses.
- Onset time: 1 to 5 minutes
- Duration: 1 to 3 hours
- Potency indicator: THC percentage and total mg of THC per cartridge
Vape cartridges are classified as concentrates. As with all products, purchases count toward the 4-ounce rolling limit tracked by the dispensary's electronic system.
Concentrates
Concentrates are highly potent cannabis extracts available in forms such as wax, shatter, live resin, and rosin. They are consumed by "dabbing" (vaporizing on a heated surface) or using a concentrate-specific vaporizer.
- Onset time: Immediate to 5 minutes
- Duration: 1 to 3 hours
- Potency indicator: THC percentage (commonly 60%–90%+)
Due to their high potency, concentrates are generally recommended for patients with significant tolerance or those managing severe symptoms. Dispensary staff can advise on appropriate starting amounts.
Tinctures
Tinctures are liquid cannabis extracts administered with a dropper, placed under the tongue (sublingual) or added to food and drinks. Sublingual use produces faster effects because cannabinoids absorb directly into the bloodstream through tissue under the tongue.
- Onset time: 15 to 45 minutes (sublingual); 30 minutes to 2 hours (swallowed)
- Duration: 2 to 6 hours
- Potency indicator: Milligrams of THC and/or CBD per dropper or per bottle
Tinctures are a popular choice among Hawaii's medical patients because they allow precise dosing without inhalation — an important consideration for patients with respiratory conditions.
Topicals
Topicals are cannabis-infused creams, balms, lotions, and salves applied directly to the skin. Most topicals are non-intoxicating — cannabinoids interact with localized receptors without entering the bloodstream. Transdermal patches are the exception, designed to deliver cannabinoids systemically.
- Onset time: 15 to 60 minutes (localized); varies for transdermal
- Duration: 2 to 6 hours (localized); up to 12 hours (transdermal)
- Potency indicator: Milligrams of THC and/or CBD per unit
Topicals are frequently used by patients seeking relief from localized pain, inflammation, or skin conditions without psychoactive effects.
The 4-Ounce Limit
All product types count toward a single 4-ounce possession limit. Patients may purchase up to 4 ounces in any 15-day period, and dispensaries track cumulative purchases electronically. There is no separate limit by product category — 4 ounces total across all forms.

Hawaii Administrative Rules Title 11, Chapter 850 (HAR 11-850) govern medical cannabis dispensary operations including product labeling, packaging, and tracking. All purchases are electronically tracked against the 4-ounce per 15-day limit.
